Bans on cell phone use while driving have recently spurred legislation in the United States, but in East Africa it's not the ubiquitous communication accessory that has legislators worried. It's women's clothes. A minister in Uganda has said that women wearing miniskirts in the street are essentially walking around naked and that they are responsible in part for distracting drivers and causing traffic accidents. Nsaba Buturo is blaming some male drivers in his country for being "weak mentally." He is trying to get skirts declared "indecent" under Ugandan law, which would allow authorities to fine or otherwise punish offenders.
"If you find a naked person you begin to concentrate on the make-up of that person and yet you are driving," he said. "These days you hardly know who is a mother from a daughter, they are all naked."
Question Raised: What's more distracting to male drivers -- the cell phone or the miniskirt?

Britain's Advertising Standards Authority banned this bathroom-friendly ad for being offensive. Designer Tanner Krolle claimed the couple couldn't be having sex because the man's trousers were still on. (That would be news to anyone who lost their virginity at the prom.)

Skechers pulled this ad after a nurses's group complained it advanced a negative stereotype of their profession. Yet similar ads with Christina Aguilera appearing as teacher and student and cop and criminal continued to run. (Why Skechers overlooked the titillating Hot Lunch Lady we'll never know.)

Women attract attention when they wear inappropiate clothing and they know it...women who dress this way like the attention and they know exactly what they are doing, its not ignorant to ban such indecency.
If you don't like being gawked at, then for God's sake put some cloths on women! Don't expect a man to not look, its in his makeup, he can't help himself...now if he takes it a step further, thats a whole different issue...and as far as accidents...there are PLENTY of other distractions out there on the roads besides females in short skirts, that cause accidents everyday...however the fact remains women should dress more appropiately...its not just the drivers and it WON"T go away!

Seems to me that the mini skirt was invented in the British Isles way back in the 1960s, and a young model known as "Twiggy" became famous, worldwide, for wearing them. Since they are coming back into style, I can understand people being upset, but it's a European style trend, not something that America brought about with it's "morally bankrupt" ideas. Cell phones were invented in Japan, so again, not America was involved with this, unless you claim that the former British citizen, Alexander Graham Bell, invented the telephone in America counts.
If this were for America, I'd say that no one should be on a cell phone when driving, period. There are too many distractions as it is when you are driving, so adding a cell phone, or texting for heaven's sake, will only get people killed. The sight of a girl in a mini skirt is nothing new, as any man will look at a pretty girl, no matter what she is wearing, so women are a distraction, period. Always have been, always will be, but we can't ban women, so let's ban the cell phones instead, if this were America. But it's not, so that doesn't count.
As for Uganda, their laws are to be decided by their government and their people, not anyone else in other countries. If they wish to ban either the cell phones or the mini skirts, that's their business and no one else needs to interfere in their decisions. That's what causes problems between countries. They can't keep their noses out of other countries businesses...

Guess we cannot subdue millions of years of evolution/survival. It is true that the little head dictates what the big head thinks especially when younger in years, but here again, it depends on one's perspective. In this day and age where we micro disect nearly every idea to death,...well sort of, just go with the flow, for after all, we cannot be all lawyers. Yes, it is for attention mainly in my humble opinion. I have often wondered why Women run around in mini skirts seem to always be trying to tug them down..just a question. Remember the statements: One should never discuss SEX, Religion, Politics..now add the following: Immigration, Race, Abortion, Smoking, etc etc ...you get my drift, for it is almost impossible to have any civil discussion in any manor shape or form in current society we find ourselves in at least in my (humble) perspective. Here in America, where we have so many rights... my Aunt used to say to me something like this...Everyone wants their rights...there will come a time, when we will have so many demands for our rights, we all may end up with all of us having no rights.
