Bottled water has a nonsensical expiration date because of New Jersey regulations.In 1987, New Jersey passed a law that required all food products sold within the state to have an expiration date of less than two years from manufacturing. Instead of using different packaging for water headed toward the Garden State, bottled water producers decided to put "drink by" dates on every bottle, even though water doesn't go bad.
Although New Jersey amended the law to exempt bottled water a few years ago, most water bottles continue to feature an expiration date.
While this isn't the first time New Jersey is the solution to a confusing mystery, it may be the first time the mystery doesn't have a disturbing odor.

You've gotten - or assumed - some bad (& potentially dangerous) info here.
1st: If you really knew how a lot of this purportedly "pure, clean" bottled water was processed & packaged, you'd understand better why health officials are so concerned. IF any pathogens are left in the water &/or on/in the bottles or caps, sitting out in the light for any time is a lot like being a "hot-house" for breeding microbes; some of which can be pretty dangerous.
2nd, the natural chemicals in any water can react with the chemicals in the plastic, to create another whole set of things that aren't good to ingest.
These are no longer the "best kept secrets" of the FDA; but now that we have a Federal Admin that really gives a poop, & won't be in the pockets of the Pharma's, Chems & other special interests, those not "in the know" will soon be getting an ear & eye-full.
So, bottom line: For a change, Jersey's part of the "cutting edge" (even if totally by accident!)
