Looks legit. The poor male dog that tries to penetrate is gonna get a mighty sore pecker from banging into the screen, but if it works and responsible pet owners will use them, it could help at least some with the unwanted pet population. Some. Responsible pet owner is the key.

It's legit, but not new. These things have been around forever. They are standard equipment for show quality pure bred dogs. I first saw these on a neighbor's prize winning miniature schnauzers in back in the 70's. They were a lot simpler and made of vinyl though. They also save a lot of mess because of course dogs menstruate too.
