Wanna know the latest use for your tax dollars? The NY Health Department spent $32,000 on 70,000 fliers that feature comic-like illustrations and detailed steps explaining the best ways to shoot heroin. The 16-page pamphlet includes helpful tidbits such as:

-- Use with someone else.

-- Drop the cotton directly into the cooker. Don't touch it!

-- Warm up your body (jump up and down) to show your veins.

-- Don't always inject in the same spot.

-- Only "boot" once or twice in one shot.

Drug prosecutors and abuse experts are (rightfully) pissed, calling the handout "sick" and "foolish." But the Department stands by the decision, telling the New York Post, "There is a less harmful way to inject yourself," and that the brochure has only been distributed to addicts or those at risk of becoming abusers.
