No one should live like that at all, rent free or not the City needs to help the poor, indigent people of there town, I have heard of the poor poeple living there but now in print, its discusting that city has so much money they should shut down all the flood tunnels a n block them from any animal or person to even try to get in maybe electric fences types, the tenants are filled with parasites, and other dieseses from the water down there.
